Essentials At A Glance
Program Type: Community-based
To Make Referrals: Persons are referred through the Behavioral Health Screening Team (BHST). Priority is given to referrals from the Community Transition Center (CTC). If census permits, referrals may be taken from probation officers.
# of Members: 60 members
Who We Serve:
Must have a serious mental illness
Must be at least 18 years old
Must be designated to be a part of the AB109 program and on probation
Must not be medically fragile
May have a secondary co-occurring drug and alcohol diagnosis

About the Program: At the Post Release Outpatient Program Services ( PROPS ) program in San Diego, “recovery” is a term we use frequently.
We believe that recovery can happen, and we will do whatever it takes to help our members achieve their goals in life. PROPS uses a multidisciplinary team approach, which includes personal service coordinators, peer advocates, clinicians, a prescriber, and a nurse.
Our services are provided to 60 members on probation and are designed using the Assertive Community Treatment (ACT) model. Our staff offers advocacy for individuals who have extensive contacts with the criminal justice system; provide outreach and engagement; benefits and housing assistance; independent living skills training; and supportive counseling sessions.
About AB109: PROPS is an AB 109 program funded through the Department of Probation and the County of San Diego Behavioral Health Services. This assembly bill (AB) allows current non-violent, non-serious, non-sex offenders that have a mental illness receive mental health services once they are released from California State prison while on probation.
